In September 2017, Rhode Island’s legislation commissioned a study on geoengineering based on H6011. Rhode Island is one of the first states to examine how atmospheric-modification programs known as “geoengineering,” are affecting the Earth. A five-member committee will make recommendations for licensing illegal operations such as solar radiation management, ocean fertilization, and cloud cover protection and cloud whitening. The House commission plans to submit its report by April 2, 2018.
